SelectFlorida, Inc. (SelectFL) serves as the state of Florida’s official international commerce organization. SelectFL is Florida’s primary entity for trade and export development, as well as the marketing and promotion of Florida as a global business destination.

SelectFlorida is actively seeking expressions of interest from qualified Dubai-based firms, consultants, or organizations that have dedicated office space in Dubai (United Arab Emirates) for representing SelectFlorida throughout the Middle East and South Asia (MESA) Regions, including the Republic of India. In addition to Dubai, please indicate if your firm has a physical presence in other, major commercial centers in MESA countries.

The representative for SelectFlorida shall promote commercial relations between Florida and countries in the Middle East and South Asia (MESA) Regions, primarily focused on export development and the attraction of foreign direct investment into Florida.

SelectFlorida, at its sole discretion, may contact short-listed firms, consultants, and organizations to invite them to bid on a contract to represent SelectFlorida in the Middle East and South Asia (MESA) Regions. Please submit your firm’s qualifications using our online submission form no later than 3:00 PM Eastern Standard Time on February 20, 2026. All qualifications submitted must be in English.

Based upon the submitted qualifications, SelectFlorida, at its sole discretion, will contact short-listed firms, consultants, and organizations to submit a formal proposal for the contractual representation of SelectFlorida in the MESA Regions.

Requirements

Required Contractor Qualifications, Skills, and Experience

Experience representing a U.S. state or comparable economic development organization(s) in the Middle East and South Asia Regions.
Ability to access relevant high-level business decision-makers, and senior contacts at investment and trade multipliers from the Middle East & South Asia Regions.
Demonstrate knowledge and experience with doing business in the United States and Florida, particularly in its sectors targeted for proactive economic development efforts.
Processes in place to generate investment and trade leads for Florida, including foreign direct investment opportunities from Middle Eastern and South Asian companies (including, where applicable, sovereign wealth funds).
Project management experience in supporting companies from the Middle East & South Asia regions from proactive lead generation to establishing physical operations in the United States.
Documented experience in working with important multiplier organizations in Middle Eastern and South Asian countries.
Experience in organizing and conducting trade and/or investment promotion missions in Middle Eastern and South Asian countries.
Familiarity with organizing and implementing trade and/or investment workshops, seminars, and other promotional events in Middle Eastern and South Asian countries.
Experience in organizing outbound trade and/or investment promotion missions from Middle Eastern and South Asian countries.
Maintain relationships with officials at relevant ministries and agencies at the national, regional, provincial, and local levels in Middle Eastern and South Asian countries.
Public relations skills and experience in working with the business media in Middle Eastern and South Asian countries.
Demonstrate strong communication skills in the English language (spoken and written).
Dubai will be the location of SelectFL’s principal representative office for the Middle East & South Asia (MESA) Regions. This office should be situated in a central commercial location and must accommodate available meeting space for SelectFL in Dubai.
